Apple brought the Developer Center partially online late Friday delivering the ability to add devices to the iOS 7 beta and app testing. As part of the Apple Developer Center return, iOS 7 beta downloads and Xcode downloads returned.

A security breach forced Apple to take the Developer Center offline over a week ago, which delayed a rumored iOS 7 beta 4 release from last Monday. Developers could continue to work on their apps and submit them to iTunes, but with the iOS developer center down they could not add new devices and perform other needed tasks.

As Apple continues work on the Developer Center we could see an iOS 7 beta 4 release today.

Previously well-known iOS developers lamented the downtime, suggesting we could be in for a long wait, but with the return of iOS 7 downloads we could be close to iOS 7 beta 4.

While the iOS 7 beta downloads are back online, portions of the Developer Center are still offline, including one that is important for the iOS 7 beta 4 release.

iOS 7 beta 4 Release Timing & Details

The iOS 7 beta 4 release could arrive today.

It is unlikely that the Developer Center outage stopped iOS 7 beta testing and progress inside Apple. With 21 days since the last iOS 7 beta release it is possible that Apple is planning the iOS 7 beta 4 release for today, Monday July 29th.

Apple previously released the iOS 7 betas around 10 AM Pacific / 1 PM Eastern.

If the iOS 7 beta 4 release is coming today, expect to see an OTA update around this time. If this is the case, look for full downloads in the Apple Developer Center soon after.

At this time the Pre-Release Documentation is offline, which means there is no way to look at the iOS 7 beta change log. If Apple releases iOS 7 beta 4 today it may not include the iOS 7 beta 4 release notes, unless Apple can bring this section online in the next few hours.

Previous iOS 7 betas lasted two weeks, and the outage pushed the IOS 7 beta 4 release out to the three week mark but beta 3 is not the longest iOS beta on record. It is tied with the iOS 6 beta 3 length and the iOS 5 beta 7 lasted over a month before coming out as a short GM ahead of the public release.
