Apple hasn't released a specific iOS 9 release time for the iPhone 4s and it probably won't. Keep in mind, we already have a solid read on what to expect. 

We should see the iPhone 4s iOS 9 update land somewhere between 9AM PT and 10AM PT, give or take a few minutes. If you live on the west coast of the United States and you want to install right when it comes out, you'll want to block off some of your morning to install the update. 

If you live somewhere else, you'll need to plan accordingly. Places like Australia and Japan will probably get the update late at night/early in the morning.
