Bethesda hasn't outlined the exact nature of its modding method but everything we've seen and heard points to an extremely streamlined process that requires zero background in modding and/or tech. A cave man should be able to do it. 

My quote of choice comes from Bethesda's Pete Hines who told Microsoft's Major Nelson this back in November: 

"This is not about, 'You have to have a PC,' 'You have to do it yourself.' The idea is you go to play the game, there's a menu option, you click on it, and there's a bunch of stuff for you to download. And you click on the stuff that you want and you start playing a game with these new mods. So we want it to be a really streamlined, fun experience. There's still specifics that we have to work out. It's part of our post-launch plan."

More recently, Hines said that the "idea is that you could do it all from within game menu." This is in contrast to the current model that requires PC users to install certain files in certain folders. In some cases, current PC mods don't come with any visible instructions. 

This is exciting because of the mass appeal and for people that don't have a ton of time on their hands. I don't so I want to be able to quickly look around for appealing Fallout 4 mods, download and install them within seconds and get to work.
