In the weeks immediatly following an iOS update, there is generally a loophole that allows iOS users to downgrade to the previous version of iOS. For instance, the emoji keyboard that comes with iOS 8.3. The iOS 8.2 downgrade loophole was open for a number of weeks, much longer that usual, though it is now closed. What this means is that once you upgrade to iOS 8.3, you're going to be stuck on iOS 8.3 until Apple's next update comes out. This is important to note because one, there are iOS 8.3 problems plaguing some users and two, the iOS 8.4 release date isn't expected for a number of weeks.
