A potential replacement for iOS 9.1 has been out for a number of weeks now and it's available to anyone with an Apple ID.

The iOS 9.2 is in the beta process ahead of a public release and Apple recently pushed the fourth version of the beta to developers and testers. If you join the Beta Software Program you can try out iOS 9.2 and all of its changes right now. You can also help Apple weed out bugs so that the final release is stable. 

iOS 9.2 doesn't bring new emojis but it does bring some exciting features including bug fixes, Arabic support for Siri, AT&T NumberSync, and more. Now that it's in the fourth beta, it should definitely be on your radar. Apple never goes past five betas.
