We recently went into great detail about the iOS 9 release time and we expect the company to follow its standard iOS release protocol. 

You can expect the iOS 9 release time to fall in line with previous iOS upgrades. That means a release sometime around 9AM or 10AM PST. Of course, iPad users aren't confined to the west coast of the United States. If you live outside of the PST zone, here's what you can expect:

New York - 1PM

London – 6 PM

Moscow – 9 PM

New Dehli – 10:30 PM

Shanghai – 1 AM

Tokyo – 2 AM

Melbourne – 3 AM

Auckland – 5 AM

So if you plan to install iOS 9 on your iPad the second it arrives, you'll want to play accordingly. Some of you will likely have to wake up really early in the morning. Others will have to stay up late at night waiting for iOS 9 to arrive.
