    The fact that PDFs require a special application for annotations is a travesty. Adobe does not deserve to own this standard.

    AFAIK, the PDF format is open and (properly) documented.

    But that doesn’t necessarily mean there will be a free application out there for editing PDF files.

    OTOH, there is indeed at least one – PDF-XChnage Viewer (https://www.docu-track.com/home/prod_user/PDF-XChange_Tools/pdfx_viewer). It may not be as powerful as PDF Annotator and Bluebeam, but you can make and save basic edits without bringing in some big “trial” stamps with it.

    Together with PDFTK Builder (portable version here: https://portableapps.com/apps/office/pdftk_builder_portable) and a PDF printer (e.g. PDFCreator), you have a working and free of charge PDF suite.

    This gentleman (https://www.angusj.com/pdftkb/) has a page written about this as well. But he prefers doPDF as the PDF printer instead.
