This was a toss up between the iPad mini first-gen and the Nexus 2012 but ultimately, we're partial to the iPad mini because of the official software support that it will receive down the road. While the Nexus 7 2012 might get Android L, the iPad mini will definitely be getting iOS 8 and could get iOS 9 and perhaps iOS 10 as well. The iPad 2 will be getting its fourth major iOS update in iOS 8 so there's a chance Apple could stretch support to four years. That adds value to the aging device. The specs on the iPad mini are comparable to the Nexus 7 2012's and while they can't hold up next to the Nexus 7 2013's, the price of the iPad mini makes it a worthy opponent to the current Nexus 7 model.
