Google sells the Pixel 3 unlocked through its website, but the devices are exclusive to Verizon Wireless in the United States. Fortunately, that should change soon.

Google hasn't confirmed, but it looks like Pixel devices, including the Pixel 3a and Pixel 3a XL, will come to more carrier than Big Red. 

A report from Android Police suggests these phones will come to Verizon and a separate report from 9to5Google claims the devices are also coming to T-Mobile giving you a little more choice over your next destination.
