Install for iCloud Folder Sharing
iPadOS 13.4 included a feature that was originally shown off at WWDC 2019 and you get it with iPadOS 13.4.1 if you skipped the previous version.
Apple promised to bring iCloud Folder Sharing to iOS 13 and iPadOS 13 all the way back in June. It took awhile, but the company finally deployed the feature in iPadOS 13.4.

When using it you'll see real-time updates so that changes will sync across people who have access to a specific folder.
Apple says it has added controls to limit access only to people you explicitly invite or grant access to anyone with the folder link.
There are also permissions to choose who can make changes and upload files and who can only view and download files.
