The Apple Watch doesn't have GPS, so the iPhone shares it's location to the Apple Watch to track where you are.

According to analyst Ming-Chi Kou, Apple plans to include GPS in the Apple Watch 2. This means that if you go for a run or a bike ride the watch can track your route.

It is possible that this will allow you to start directions on your Apple Watch while connected to your phone or WiFi and then go somewhere without your iPhone, although that seems like an odd decision outside of a workout.
