Apple hasn't outlined a specific iOS 9 release date but thanks to iPhone 6s rumors, we know when iPhone 4s users can expect it. 

The iPhone 6s launch date is rumored for September 9th which means that we should see iOS 9 and its release date arrive on stage that day. And with the iPhone 6s release date rumored for September 18th and September 25th, we should see the iOS 9 release date land in September. 

Typically, iOS release dates land a couple of days before the iPhone so the iOS 9 release date could be September 16th. That's not confirmed but that's the date we'd circle on the calendar if you're interested in making the move from iOS 8 or below.
