Every time there is a popular beta we hear gamers ask if progress will carry over to the final release. We've seen several users asking if Black Ops 3 rank will carry over to the shipping version, and while Treyarch doesn't address this in the Call of Duty beta FAQ, there is a very likely answer.

It is unlikely that your Call of Duty: Black Ops 3 beta rank and progress will carry over to the full release in November. One reason is that there will likely be changes to the game that impact weapons and play. This is not the final version of the game and that normally means rank and progress resets for the full release.

This is something that we expect Treyarch and Activision will confirm in the near future.
