The iOS 9.3.2 update's change log probably won't be exciting but we expect it to be useful. Bug fixes for iOS 9.3 problems will likely play a starring role and we'd be shocked if the iOS 9.3.2 release came without security patches.

Apple's iOS updates almost always come with improvements to security. If we go back and look at Apple's update history between iOS 8.1 and the iOS 9.2 update, only two releases failed to bring security patches. 

The point is that it's pretty rare for an update to come without security patches. We'd expect a few to emerge with the final iOS 9.3.2 release adding greater importance to the incremental iOS update.
