If you want to move to another version of iOS that's not iOS 8.4.1 or iOS 9.0, you can.

Today, Apple released its public iOS 9.1 beta 2. The update is available to those in the free Beta Software Program and it gives iPhone 4s users a chance to try iOS 9.1 and its new emojis ahead of its release date later this year. 

The iOS 9.1 beta 2 should be a little more stable than the first release though you'll still want to proceed to the update with caution.
