You can no longer drop down to iOS 8 or iOS 9.0 but you can downgrade to iOS 9.0.1 if you decide that iOS 9.0.2 isn't giving you the kind of performance that you want. Thing is, you're under the gun.

Apple typically stops signing a week or two after an update's release which means that it could kill the loophole soon. You'll want to keep your eyes open right now. You'll also want to keep this in mind for after the iOS 9.1 release. 

If you don't like iOS 9.1, you'll only have a limited time to downgrade to iOS 9.0.2 or whatever the most recent version of iOS 9 is.
