For a limited time you can still perform a iOS 9.3.1 downgrade to go from this update back to iOS 9.3 - but you cannot go back to iOS 9.2.1 anymore. 

You cannot go back any further, and you cannot jailbreak iOS 9.3, but if you have issues on iOS 9.3.1 you can manually go back to iOS 9.3 on your iPhone 6s Plus without any tricks or hacks.
