Most likely T-Mobile will be up next, a carrier who is making a huge effort as of late to deliver fast and timely updates, but we've yet to hear from them regarding the HTC One M9. It also wouldn't surprise us if Verizon was dead last to deliver the update, as we've seen so many times in the past.
According to a comment on Twitter by Mo, the T-Mobile update is scheduled for July 20th, but things could change. If that is indeed the release date, expect an announcement on the 19th from Mo Versi on Twitter. That said, now that AT&T and Sprint have both released Android 5.1 Lollipop for the HTC One M9, it's only a matter of time before the other two major carriers release the same software, as well as US Cellular and eventually smaller regional and pre-paid carriers. Stay tuned for more details.

My wife has tried several times to do the update (AT&T version). Hers is evidently one of the few who fail to update because of a missing file.
