We still don’t have a specific iOS 9.1 release date and there’s a good chance we won’t see one confirmed ahead of time.
Apple only confirms specific iOS release dates on stage during media events. So unless it has another event scheduled for October, we’re probably going to be flying to the iOS 9.1 release date in the dark. Fortunately, we have some idea. The iOS 9.1 update is expected to accompany the iPad Pro to shelves. The iPad Pro is expected to go on sale in late October ahead of a release date in November. So, we could see the iOS 9.1 release date fall in October or in November. Probably around 9AM or 10AM PST.

I have 9.1 from end of October. Battery issues persist on iPad and iPhone even after online support and Genius Bar visit. Do not download if you like your battery to last.
