iOS 13.7 represents the last known version of iOS 13 and there's a chance it serves as the final update to the operating system. 

Apple is currently working on iOS 14. The new operating system is currently in beta testing ahead of an official release this fall. 

If you can't wait that long you can, again move your iPhone 8 or iPhone 8 Plus to the iOS 14 beta via one of Apple's beta programs.
