If you can't stand iOS 13.2.3's performance on your iPhone 6s or iPhone 6s Plus, you can try moving your device back to an older version of iOS 13.
Apple is currently signing on iOS 13.2.2 which means you can use a loophole to take your phone back in an effort to improve performance.
The company will stop signing on iOS 13.2.2 at some point and it will do so without warning. If you want to downgrade, you'll need to move quickly.
