Legendary Cards for All

One aspect of Clash Royale is the way that players earn new troops to play in the game. They're cards, which must be collected or earned. Legendary cards can be game-changers and are extremely important to winning in higher level play. However, the chances of getting a Legendary troop still needs to improve. 

Some people have every legendary card, while others only have two or three. That's still a problem. While they're far more attainable than ever before, there needs to be an easier way for people to get them. Especially new players that aren't high enough or can't spend real money. 

Special offers and Legendary chests helped this situation out a little bit, and I've got some from Royal Pass rewards, but many players will still never get enough Legendary cards to use (or upgrade) without spending money, and lots of it. What's the point of getting one Legendary troop that you can't use because it's under-leveled?
