The Apple online store is on a 2-3 week shipping delay, but many local Apple Stores carry the cable in stock. The Apple Store iPhone app allows users to check if a Lighting to USB cable is in stock and reserve one for pickup.

Apple may be using a special chip to prevent un-authorized third-party Lightning cables from charging or syncing the iPhone, so until late October Apple is the only place to purchase Lightning to USB cables that are guaranteed to work.
