If you're already on iOS 10.3.2, your iPad's iOS 10.3.3 update comes with general bug fixes, under-the-hood improvements, and two dozen patches for potential security exploits. If you failed to install iOS 10.3/iOS 10.3.1/iOS 10.3.2, iOS 10.3.3 will also give you access to Apple's Clips application. The app, which requires iOS 10.3 or above to operate, is now available on the App Store. Unfortunately, the Clips app is only available for select versions of the iPad. If you own one of the devices on the list below, you're good. If you don't, you can't run Clips.
