There is an iOS 9.2 jailbreak it's just not available to the public. Yet. 

Developers successfully broke the iOS 9.2 update but a public iOS 9.2 jailbreak release is still missing in action. 

For now, those who are have already jailbroken an iPad should avoid the  iOS 9.2 update. If you want to jailbreak iOS 9, you have to be on iOS 9.0, iOS 9.0.1 or iOS 9.0.2.
