The iPad is a shareable device. Apple would certainly love to see everyone in the house with their own iPad and iPhone, but when it comes down to it, the iPad is something a lot of families share. This is especially true when there are kids in the house who want to play games. 

Adding multi-user support to the iPad would let parents keep work and personal information safe while allowing kids or another adult in the house to use the iPad for reading magazines, controlling the home and more. This would also allow kids to each have their own passcode and progress in games and apps. 

With this type of support, parents could also set up parental controls for each user easier and include time limits and other restraints on a per user basis. 

Apple already supports multi-user iPads in Education, and this is a rumored iOS 11 feature, so there is a very good chance that this will arrive with iOS 11.
