Fallout 4 will support mods from the community. They will not be available on the Fallout 4 release date though. 

Bethesda is still working on its modding tool for the PC and it says that it won't be out until sometime in early 2016. It refuses to discuss a specific timeframe until after the game's release date has settled. 

Once the tool becomes available, modders will be able to create their own items for others to use in game. The modding tool will be PC only but mods themselves will come to the PC, Xbox One and PS4. 

PC users will get access to mods first followed by Xbox One users followed by PS4 users. There's no release window for any of these yet so buyers will need to remain patient.
