The first one is a developer preview and it is designed for people that make apps for the Mac. These users are testing their software on the Mac to make sure it works for the public release this fall. They aren't simply trying new macOS features before the rest of the public. There is a specific purpose and so Apple gives them priority access. This is available as part of the $99 Apple Developer Program, but it is setup in a way that anyone can join by downloading the file. The public macOS High Sierra beta arrives later and is designed with the public in mind. This is completely free and typically more stable than the developer build. If you don't make apps, it is often a good idea to wait for the public beta so that you are not on the cutting edge of the testing process. |
