You might be tempted to play Fallout 4 like a regular old shooter but there's incentive to use the game's V.A.T.S. combat system.

V.A.T.S. allows you to slow down time to pinpoint your shots. It also allows you to conserve and better utilize your ammo, something that's extremely important in a game like Fallout 4.

If you play the game like a regular shooter, without using V.A.T.S., there's a good chance that you'll run out of ammo. Some ammo is plentiful, other ammo can be harder to find.

You don't have to use V.A.T.S. for every single encounter but make sure that you don't neglect it completely. You'll be better off for it.
