While it's a bit limited, the Workbench Anywhere mod for PS4 is an excellent choice for those looking to expand civilization into parts of the map that aren't available to you in the vanilla version of the game.
Workbench Anywhere allows you to put a settlement mode workbench at a location of your choosing. There are a few locations on the map that simply won't work but most will.
Once you activate a workbench you can start building. Maybe you build a small house near a town you frequent. Maybe you build something larger off the grid. It's up to you.
Unfortunately, due to the limitations of PS4 mods, the settlements you construct won't show up in the settlement workshop list located in your Pip-Boy. They also don't get fast travel icons or settlers and you can't link them to supply routes. In other words, whatever you create will be more like a player-home than a settlement.
It's better than nothing though and it's worth a try if you're sick of building in the same old spots.
