There's still no sign of a public iOS 12.3 jailbreak and odds are good that we won't see one anytime soon. 

If you want to jailbreak your phone, you have to be running an older version of iOS 12. Unfortunately, there's no way to downgrade to these updates.

At this point, given the lack of information and dwindling interest, we'd be surprised if developers released a jailbreak for iOS 12.3.
