The iOS 11.1 beta 3 delivered a bug fix for an annoying Reachability bug. 

In iOS 10, when the Reachability gesture was used (double tapping the home button to bring down the top portion of the screen so it's easily accessible with one hand), you could swipe from just above the app line to bring up Notification Center. 

In iOS 11.0.3 and below, this is broken. A swipe down from just above the app line doesn't bring up the Notifications menu forcing users to pull down from the very top of the display.

If you're running iOS 11.1 beta, Notification Center will appear when you swipe down. 

If this iOS 11 bug has been bothering you, consider a move to iOS 11.1 beta.
