The Samsung Galaxy Note 9 will get upgraded to Android Pie in January, 2019, but that doesn't mean everyone will get it that month.
Samsung's software updates roll out over several weeks and often times, several months. Carriers will also need to test the software before they push it out to their devices and that takes time. If you own a Galaxy Note 9 on a popular carrier in a major market, you'll likely be among the first to Android Pie. Once those updates land, Samsung will focus its efforts on smaller regions. In the United States, AT&T, Sprint, T-Mobile, and Verizon usually get major updates out quickly while smaller regional carriers like U.S. Cellular lag behind.
