There is an open Call of Duty: Black Ops Cold War beta, so you don't need to buy the game to try it out, but if you want the most time playing the beta, you will need to pre-order. 

Expect to see the Call of Duty: Black Ops Cold War beta dates announced near the multiplayer reveal, and to see two weekends for PlayStation owners and 1 weekend for PC and Xbox Players. 

Users who purchase Call of Duty: Black Ops Cold War beforehand will get a full weekend or two, but other players will only get the second half of the weekend to play the beta.
